What Form-V is
The Environmental Statement in Form-V is an annual return submitted to the State Pollution Control Board under the Environment (Protection) Rules, 1986. It covers the financial year ending 31 March and summarises what your unit actually consumed, generated and discharged over that year.
Units holding consent under the Water Act, 1974 or the Air Act, 1981, or authorisation under the hazardous waste rules, are generally required to file it. Applicability for a specific unit should be confirmed with the concerned Board.
What goes into it
- Water consumption, by process and by category
- Raw material consumption per unit of output
- Effluent generated and its quality against consented standards
- Air emissions and their quality
- Hazardous waste generated, stored and disposed
- Solid waste and its handling
- Pollution control measures and investment made
- Conservation and abatement initiatives taken during the year
Why Form-V is harder than it looks: it is not a form you fill in from memory in March. It asks for a year of measured data - consumption, effluent quality, emission results, waste manifests. If monitoring was missed in any quarter, that gap goes into the return and stays on the record permanently.
Where units get caught
- Figures that do not reconcile. Water in versus effluent out, waste generated versus manifests filed, production versus consented capacity. Boards cross-check these.
- Production above consent. Form-V is where an unamended consent becomes visible in writing.
- Missing monitoring periods. Cannot be recreated after the fact.
- Copying last year's return. Identical figures year on year are an obvious signal.
