Permission to draw groundwater, and everything after it

The Central Ground Water Authority regulates groundwater abstraction under the Environment (Protection) Act. If your unit draws groundwater for industrial use, the No Objection Certificate is not optional, and in recent years the obligation has shifted from a one-time permission to an ongoing reporting duty.

Filing has moved to the Bhuneer portal

Applications and renewals now run through Bhuneer, which replaced the older NOCAP system. It is more document-intensive: the hydrogeological position, the abstraction figure, the proposed conservation measures and the evidence behind each are all examined rather than declared.

The expensive mistake is the calendar

The second recurring problem is the telemetry condition. Meters get installed and then stop reporting, and the gap in the data is visible to the Authority long before anyone at the plant notices it.

Groundwater sits alongside your consent conditions and your water balance - the three are read together during an inspection, so they should agree with each other.

Do we need a CGWA NOC at all?

If you abstract groundwater for industrial, infrastructure or mining use, generally yes. Micro and small enterprises drawing under about 10 cubic metres a day are usually outside the requirement. The safe answer comes from your actual abstraction figure and the category your unit falls in, not from the size of the borewell.

What is the Bhuneer portal?

It is the filing system the Central Ground Water Authority moved to, replacing the older NOCAP platform. Fresh applications and renewals both run through it, and it asks for more documentation and more compliance evidence than the system it replaced.

When should renewal be started?

At least ninety days before the existing NOC expires. If the certificate lapses, abstraction after that date is unauthorised, and environmental compensation can be levied for the whole lapsed period even if the renewal is eventually granted.

What conditions follow once the NOC is granted?

Typically a tamper-proof digital flow meter with telemetry on every abstraction structure, periodic upload of abstraction data, and annual groundwater quality testing through an accredited laboratory. The conditions written into your own NOC govern - these are the ones that recur.
