Our office is in Ambernath. Very little of it is annual. Most of it is a standing obligation that quietly stops being met:

• Consent conditions - the operating limits, the product list and the quantities in your Consent to Operate, which the plant is expected to still match.
• Effluent to the CETP at the inlet quality the common plant accepts, which is your primary treatment's responsibility, not the CETP's.
• Monitoring - stack emission, ambient air, noise and effluent, at your consent's stated frequency.
• Hazardous waste - manifests, storage within the permitted period, disposal to an authorised facility, and the Form 4 annual return by 30 June.
• Form V - the environmental statement by 30 September, which has to reconcile with the monitoring reports already filed.
• Water cess returns against metered consumption.

The failure is almost never the paperwork

In our experience on this belt, units do not fall short because a form was filled badly. They fall short because the numbers in three different filings do not agree - the water drawn in the cess return, the effluent declared in the consent, and the quantity in the Form V are three different figures, and an inspecting officer only has to notice once.

We reconcile those first. A compliance audit before the filing season is considerably cheaper than answering a show-cause notice after it.

Testing without the subcontracting delay

Compliance data has a shelf life. A stack report that arrives five weeks after sampling is of limited use when the consent asked for quarterly data. Our own laboratory and monitoring capability means the sample we take is the sample we analyse, and the turnaround is something we control rather than chase.

Which MPCB office covers Ambernath MIDC?
