EPR & Waste 6 min read 28 July 2026

A recurring and expensive assumption: "we registered for EPR last year, so we are covered."

Covered for what? E-waste and plastic packaging EPR are separate regimes. Separate rules, separate registration, separate categories, separate targets, separate returns. A company that places both electronic goods and plastic-packaged products on the market carries both obligations independently.

The bit that catches brand owners

Both regimes include brand owners - companies that sell under their own brand even where somebody else manufactures. Outsourcing production does not outsource the obligation. If your name is on the box and on the device, you likely carry both.

Where the target calculation differs

This is the most practically important difference.

Plastic EPR targets are based on the quantity of packaging you introduced in defined reference years - a figure you can pull from procurement and dispatch records.

E-waste targets are based on past sales and the average life of the product. The logic is that equipment sold years ago is reaching end of life now, so that is what needs collecting today. Companies that grew quickly find this counter-intuitive: the target reflects historical volumes, not current ones.

What is the same

  • Registration on the CPCB portal is mandatory before you can fulfil anything
  • Targets are met through registered recyclers and processors - certificates from unregistered entities do not discharge the obligation
  • Annual returns must be filed with supporting evidence
  • Quantities must be defensible from records, not estimated

The most expensive mistake

Contracting with a recycler without verifying they are registered on the portal for your category. The money leaves, certificates arrive, and none of it counts. Verify first.

For packaging specifics, see the plastic waste EPR step-by-step guide. Both sit within your broader statutory obligations.

Frequently Asked Questions

Does plastic EPR registration cover e-waste too?

No. They operate under separate rules with separate registration, categories, targets and returns. A company placing both plastic packaging and electronic equipment on the market must register and comply under each regime independently.

How are e-waste collection targets calculated?

Targets are based on past sales quantities and the average life of the product, reflecting the volume of equipment now reaching end of life. This differs from plastic EPR, where targets follow from quantities introduced in defined reference years.

Are brand owners covered by e-waste EPR?

Generally yes. Selling covered equipment under your own brand brings the obligation, even where manufacturing is outsourced. Applicability should be confirmed against the current schedule for your specific equipment categories.

What makes an EPR certificate valid?

It must be generated by an entity registered on the CPCB portal for the relevant category. Certificates from unregistered recyclers or processors do not discharge the obligation, so registration status should be verified before contracting.

What records should we keep for EPR compliance?

Quantities placed on the market, supported by procurement and dispatch records rather than estimates; registration details; contracts and certificates from registered recyclers; and filed annual returns with acknowledgements. Returns are auditable, so evidence should be retained.
