A Fire and Explosion Risk Analysis answers a narrower question than a full QRA and a more decision-useful one than a hazard list: for the fire and explosion scenarios credible at this site, what physical effects reach which points, and does anything escalate?

What FERA produces

Radiation contours

Thermal radiation is assessed at several thresholds because different things matter at different levels - what equipment can withstand for a sustained period, what causes escalation to adjacent inventory, what allows personnel a short exposure while escaping, and what makes an area untenable immediately.

Overpressure contours

Blast overpressure is assessed against what structures and occupied buildings can take. Control rooms, substations and manned buildings are the usual focus, because these are where people are concentrated and where a decision - reinforce, relocate, or accept - has to be made.

Escalation assessment

This is the part that changes decisions. A single event is one problem. A single event that heats a neighbouring vessel until it fails is a different problem entirely, and the difference usually comes down to separation distance, fireproofing or emergency isolation - all of which are cheaper to get right early.

Survivability of safety-critical systems

If emergency shutdown, firewater, or fire and gas detection sit inside the affected zone, they may not function when they are most needed. FERA checks whether the systems relied on to control the event can survive it.

Flare radiation studies

A flare radiation study is a specific application of the same methods. It assesses radiation at grade and at working platforms under both normal flaring and emergency relief cases, and compares it with the levels at which personnel can work continuously, can pass through briefly, or must not be present at all.

It matters most when a plant is being extended, when a new relief case increases flare load, or when new occupied areas are proposed within reach.
