These two get treated as interchangeable in tender documents more often than any other pair of safety studies. They are not. They run at different project stages, ask different questions, and one of them stops being useful once you have missed its window.
The one-line difference
HAZID asks "what hazards does this project have at
all?" - early, broad, before the design is fixed.
HAZOP asks "what can deviate from design intent?" -
later, narrow, line by line against the P&IDs.
HAZID: the wide net, thrown early
A HAZID study runs at concept or FEED stage, when you still have block diagrams rather than P&IDs. Because the design is not fixed, the study can influence decisions that are effectively permanent afterwards - where the plant sits, how units are separated, which technology is selected.
Its scope is deliberately broad. A HAZID looks at process hazards, but also:
- External hazards - neighbouring plants, transport routes, third-party pipelines
- Natural hazards - flooding, seismic, extreme weather
- Layout and separation distances
- Construction and commissioning hazards
- Logistics, utilities and services
- Decommissioning, where relevant
HAZOP: the deep look, once the design exists
A HAZOP needs firm P&IDs. The plant is divided into nodes and the team applies guide words - no, more, less, reverse, as well as - to process parameters, generating deviations one by one. For each credible deviation it records causes, consequences, existing safeguards and recommendations. The methodology sits in IEC 61882.
It is slow, systematic and thorough. It is also nearly useless as a design tool, because by the time you can run it, the expensive decisions are already made.

What happens when the order is wrong
The common failure is skipping HAZID and going straight to HAZOP because "we'll catch it there anyway".
You will catch some of it. What you will not catch is anything HAZOP does not look at - siting, external hazards, layout, separation. And what you do catch arrives at detailed design, when moving a vessel means redoing piping, structural and electrical work.
The pattern we see repeatedly: a HAZOP recommendation that amounts to "relocate this equipment". At that stage it is either very expensive or quietly closed out as "not practicable" - which means the hazard stays. A HAZID six months earlier would have cost a fraction.
What comes after both
Neither study quantifies anything. HAZID and HAZOP produce lists of scenarios; turning those into numbers is a separate step:
- Consequence and dispersion analysis - how far the effects reach
- QRA - consequence combined with likelihood
- SIL studies - how reliable each protective function must be
- Bow-Tie - the whole picture on one diagram, with barrier owners
And for workplace-level hazards rather than process ones, the study you want is a HIRA - a different question again.
Frequently Asked Questions
Can a HAZOP replace a HAZID?
No. HAZOP examines deviations from design intent against the P&IDs, so it does not cover siting, external hazards, natural hazards, construction or logistics. It also runs too late in the project to influence decisions like layout and separation distances economically.
At what project stage should a HAZID be done?
At concept or FEED, while site, layout and technology options are still open. That is what makes the findings cheap to act on. A HAZID run after detailed design still has value but loses most of its leverage.
Do small projects need both studies?
It depends on the hazards rather than the size. A small modification to an existing unit may need only a HAZOP, or only a management of change review. A greenfield site, a new technology, or a location with significant external hazards benefits from a HAZID regardless of capacity.
Who should attend a HAZID workshop?
A HAZID needs broader attendance than a HAZOP because its scope is broader - typically process, project engineering, operations, HSE and, where external or natural hazards are significant, civil and site representation. An independent facilitator matters as much as it does for HAZOP.
What is the difference between HAZID and HIRA?
HAZID assesses hazards at the level of a project or facility, usually during design. HIRA assesses hazards at the level of the workplace and the task, during operation, and is the study more commonly referenced in occupational health and safety management systems such as ISO 45001.
